To reduce the negative impact of the economic crisis towards low income citizens, the social security was developed which encompasses programs for supplying primary needs at affordable prices, maintaining the quality of educational and health services at the same level prior to the crisis, and dealing with unemployment in an effort to maintain the buying power of low income citizens; repairing the banking system and restoring the people's trust in banking institutions; postponing projects and development activities that are not urgently needed; reallocating funds and providing a budget increase for education and health; promoting the creation of jobs for those who have been laid off, fixing the distribution systems to be fully functional and efficient, and promoting export.
