The burqa is indeed permitted to be taken off in the presence of a person's mahram, including women who are not family members. If one is not guilty and if it is for the greater good, opening one's burqa in front of a policewoman should be alright. In fact, the parts of a Muslim woman that are allowed to be seen are the face and the hands only.
