A convicted terrorist's decision to escape by donning women's garb is "embarrassing" and disrespectful to Islam, scholars say. It has also led to new screening rules at prisons where militants are incarcerated.

The burqa is indeed permitted to be taken off in the presence of a person's mahram, including women who are not family members. If one is not guilty and if it is for the greater good, opening one's burqa in front of a policewoman should be alright. In fact, the parts of a Muslim woman that are allowed to be seen are the face and the hands only.
